The easiest way to eliminate pesky competition is to use the government. And the San Diego County Building and Construction Trades Council, AFL-CIO is expert at it. They lobby local governments to impose requirements that discourage bidding from construction companies that employ workers who are not represented by a union.

The head of the San Diego County Building and Construction Trades Council has been working to expand that union control from the most dysfunctional governments in the urban core (Exhibit A: San Diego Unified School District) out to the northern and eastern San Diego suburbs and beyond, through the desert communities, to the Arizona border. The Imperial Irrigation District is a target.
